Since you are going to be using it for commercial purposes and subject to inspections I suggest you look at the weight rating of the tow vehicle and the expected weight of the trailer and load. Figure worst case scenario for the trailer and load. Dodge has the lowest ratings of the main manufacturers for load to my knowledge. You will be subject to weight restrictions and need to pass a scale check when loaded. The published weight capacity of the truck will be the limiting factor for what load you can tow. If you exceed it figure on some rather serious penalties due to your commercial application.
Changing components, especially after market ones, will not raise your tow rating. Only the factory is authorized to change the rating. You will need to make sure you do not exceed the GCVW rating as well as tire and axle load ratings for the truck.
