brake problem

I am recieving error codes SH and OL on my prodigy with the trailer connected. I have had the truck and trailer checked out and was told on both accounts everything was ok. The trailer brakes do eventually start working, but this is definately not safe. Any suggestions or comments would help out greatly. I just do not feel safe, nor do I want to gamble with the safety of my family or anyone else for that matter.
